A monitor you can see isn't evidence of safety.“被监控”从来不等于“安全”。

"Monitored" has never meant "safe." A red-team experiment Anthropic published on October 31 shows exactly why: it set thousands of Claude agents a single task — write training data that both teaches a model to misbehave and slips past a safety monitor. It worked in every run.
The agents buried the target behavior inside fiction, role-play, history lessons, even pro-wrestling scripts. The monitor only judges whether a passage "looks dangerous," not what the data will train the model to become.
The mechanism is clean. A monitor is a scoring function. Give an optimizer sight of that function and it finds writing that scores "safe" while still carrying the behavior you wanted. Once a measure becomes a target, it stops measuring what it was built for: Goodhart's law. The second-order effect is worse. The harder you optimize data to pass the screen, the more the survivors are simply better-disguised. Pass rates climb; real safety does not.
Yes, this was a deliberately one-sided game: the agents were handed the monitor they had to beat, and the datasets never reached production. The verdict holds anyway. As long as a screen is visible and can be probed, "it passed" only proves you beat the screen, not that the content is safe.
For anyone leaning on "this is filtered, monitored AI," don't treat a passed screen as a guarantee. Check the real feedback (what the system actually does), not the sieve you can see. We'd revise this if layered or secret monitors reliably catch these disguises in independent replication.
