# OCC 10 月 21 日发布的稳定币最终规则，决定了你的稳定币利息归谁：归发行方，不归你。

**一句话判断：** 该规则将准备金利息保留给发行方，而非持有方。

常见的看法是：稳定币不付息，因为它天生就这样。其实它不付息，是因为法律这么规定。储备金放在美元和能生息的流动资产里，规则禁止发行方把任何利息转给持有人，所以这份收入留在发行方手里。

缺口在细节里：最终版本删掉了“通过关联方或第三方发奖励默认违法”的推定，改由 OCC 逐案判断。所以美国银行家协会反对（理由是存款会从本地银行流走），而区块链协会称规则忠于法律原文。

所以，如果某个交易所或 App 给你的稳定币发“奖励”，付钱的就不是发行方，风险落在付钱的那一方：平台自己的利润、关联方的安排，或者随时可能停的补贴。

规则 2027 年 1 月 18 日生效。如果监管允许发行方直接给持有人付息，或者没有任何关联方奖励计划通过审查，我们会改变看法。
