# A rate hike can't reach what's driving Canada's inflation.

**In one line:** A rate hike can't reach a supply shock; the cost hits borrowers.

![A bright, sunlit concept scene under a clean sky-blue wall. On the right, one large hand cranks an oversized brass pressure-valve wheel; turning it drives a wide metal press-plate down onto a tidy row of small suburban houses below, which bend and squeeze under the weight. Pipes and gauges run only from the valve to the houses. Far on the right edge, beyond a low pale concrete border wall the press cannot reach, a tall oil derrick burns with a bold warm amber flame, free and untouched, its heat never reaching the valve. The left of the frame is open sky-blue wall. Bold white text reads: A Rate Hike Can't Reach the Oil, with the word Oil in warm amber. A line of Chinese below reads: 加息够不到石油，账单落在借款人.](https://wakenex.com/assets/notes/a-rate-hike-cant-reach-a-supply-shock-it-relocates-the-cost/cover-1600.jpg?v=6731a0cb00)

Markets read a hike as strength. This one is the opposite: a central bank admitting it cannot fix a supply shock, so the cost hits domestic borrowers instead.

On October 28 the Bank of Canada raised its policy rate by 0.25 percentage point to 2.5%, its first hike in three years, and said more may come. The cause was energy, not an overheating economy: oil costs from the eighth month of the Middle East war pushed inflation to 3.1% in September. The bank now expects inflation near 3.5% by year end and lifted its 2027 forecast to 3.1%, up from the 2.0% it saw in July.

Here is what the hawkish headline skips. A policy rate acts on domestic borrowing. It cannot lower the price of imported oil, so it does not touch the actual source of this inflation. What a hike does is raise the cost of mortgages and business credit until Canadian demand falls far enough to pull the overall number back toward target. The shock comes from abroad; the bill goes to whoever at home carries floating-rate debt.

That is the mechanism worth seeing. When inflation comes from a supply shock the rate cannot reach, the tool still gets used, and the cost lands on the most leveraged domestic borrowers to defend a 2% promise.

If your plans assume cheap money keeps returning, note that a central bank just raised its own multi-year inflation forecast while hiking. Check what in your position depends on rates falling.

This is wrong if Canada's next decision cuts or holds, calls today a one-off, and inflation drifts back to 2% on its own. The December meeting will show which it is.

Research, not investment advice.
